The World Food Programme (WFP) is United Nations frontline agency in the fight against hunger, WFP is continually responding to emergencies. We save lives by getting food to the hungry fast. But WFP also works to help prevent hunger in the future. We do this through programmes that use food as a means to build assets, spread knowledge and nurture stronger, more dynamic communities. This helps com- munities become more food secure. On average, WFP aims to bring food assistance to more than 80 million people in 80 countries. WFP Ethiopia is working with the Government and humanitarian partners to strengthen the resilience of Ethiopia’s most vulnerable population and to chart a more prosperous and sustainable future for the next generation. The Country Office also supports programmes that use food assistance to empower women, transform areas affected by climate change and keep children in school. It aims to contribute to Ethiopia’s five-year development agenda, the Growth and Transformation Plan (GTP), through which the Government combats food insecurity.

JOB PURPOSE

To provide support to policy and programme activities that effectively meet food assistance needs.

KEY ACCOUNTABILITIES (not all-inclusive)

Under the direct supervision of Head of Sub-Office and technical guidance from Head of Country Office Programme, the incumbent will perform the following responsibilities:

  1. Contribute towards the development of a limited number of projects, plans and processes within specific technical areas of work (e.g. targeted supplementary feeding (TSF), HIV/ AIDS, Refugees, School Feeding) ensuring they are aligned with wider programme policies and guidelines.
  2. Provide project management support to specific and defined programmes/ projects of small to moderate size that are relatively straight forward in nature, ensuring a coordinated approach with wider programmes that comply with WFP standards and procedures. This includes but is not limited to initiation, planning, implementation, monitoring and reporting.
  3. Follow data gathering and monitoring systems ensuring that rigorous quality standards are maintained.
  4. Research and analyse policy and operational issues to support senior management in the development of policies, programmes and activities.
  5. Contribute to the preparation of accurate and timely reporting on programmes and activities that enable informed decision making and consistency of information presented to stakeholders.
  6. Liaise with internal sectors, programmes and counterparts to ensure there is effective collaboration and to monitor ongoing projects.
  7. Support the identification, development and management of potential partnerships to collaborative working leading to improved food assistance packages.
  8. Ensure the range of food and nutrition activities are implemented within proper partner framework (Memorandum of Understanding – MoU/ Field Level Agreements – FLA) and are within the established targets following WFP’s policies and procedures. Contribute to the preparation of WFP and partners’ MoUs and FLAs in a timely manner.
  9. Contribute to the preparation of concept documents and/ or project proposals towards funding requests for relevant programs in the region. Collect and compile the data and conduct feasibility study of potential programme intervention (e.g. cash transfer through technological interventions, etc.)
  10. Support the capacity building of WFP staff, partners and national government to prepare for and respond to food assistance needs, e.g. through project management support of learning initiatives.
  11. Provide guidance to support staff, acting as a point of referral and assisting them with analysis and queries.
  12. Other tasks as required.

DESIRED EXPERIENCES FOR ENTRY INTO THE ROLE

  • Has gained experience in implementing technical programmes (i.e. nutrition, etc.).
  • Has implemented programmes and provided input into designing operations.
  • Has provided input into policy discussions and decisions.
  • Has gained local/pastoral experience.

STANDARD MINIMUM QUALIFICATIONS

Education: Advanced University degree in International Affairs, Economics, Nutrition/Health, Agriculture, Environmental Science, Social Sciences or other field relevant to international development assistance, or First University Degree with additional years of related work experience and/or trainings/courses.

Experience: Typically one or more years of postgraduate professional experience in the related field with an interest in international humanitarian development.

Language: Fluency in both oral and written communication in English. Knowledge of the local language is added advantage.
